Zhangjiakou Government approved a vinylon factory with 1,000-ton annual capacity on September 6, 1970. However, construction was suspended in January 1971, due to an immature process. Afterwards, the original site was allocated for a resin factory to develop the light industry across Zhangjiakou.

The resin factory went into production in October 1973, which specialized in production of PVC, caustic soda, hydrochloric acid, liquid chlorine and oxygen. For calcium carbide and utilizing carbide slag, a calcium carbide workshop was founded in 1975, with annual output of 5,000 tons, and then a small cement workshop was established in 1976. In October 1982, the resin factory carried out its expansion and reconstruction for caustic soda and resin products, and annual output of resin reached 5,000 tons and caustic soda 6,000 tons.

On January 10, 1986, the factory was under management of the municipal Bureau of Chemical Industry. The enterprise earned profits from 1986 to 1991, although it declared a loss in 1985. Maximum taxes broke through tens of millions yuan. Recovered from losses, the factory had become the large taxpayer of the province and municipality.

Two factories for caustic soda and resin expanded in 1987, which increased productivity to 10,000 tons and 8,000 tons respectively. It enhanced production capacity, and upgraded the production process of electrolyzation for energy savings to reduce production costs.

In May 2000, the resin factory was restructured into a private stock company, renamed, "Hebei Shenghua Chemical Co., Ltd.." It completed its first project in May 2000. From August 2000 to November 2001, the company finished the second project, and the “Three-to-Five” technical transformation and expansion project in 2003; from July 2004 to July 2005, we accomplished the “Five-to-Ten” project for ionic membrance caustic soda and PVC resin; from September 2007 to October 2008, it threw more into its security and support facilities.

In June 2007, it was reconstructed with China National Advanced Chemical Materials Corporation. ChemChina adjusted its businesses and reconstructed Hebei Shenghua by Haohua Corporation in March 2008. In September 2011, Haohua Corporation issued private shares of Hebei Shenghua, and had become a wholly Stated-owned subsidiary of Haohua Corporation. The enterprise has established an innovative path of “Stated-own enterprises to private enterprise, to central-enterprise holding enterprise and then to State-owned sole proprietorship.”
